What Is "The Villas at Packer Park Condominium Owner's Association"?
"The Villas at Packer Park Condominium Association" ("Association&quuot;) will be a non-profit Pennsylvania corporation. Each owner is automatically a member of the Association upon settlement of home. The Association assumes certain maintenance responsibilities to enhance the public values and lifestyle. The Association will maintain brick, stucco, gutters, roof, and exterior trim. The Association will also maintain the grass and landscaping in the open spaces.
Who Runs The Condominium Owner's Association?
From its creation, the Association is overseen and governed by a Board of Directors. This Board initially consists of three (3) individuals appointed by the Developer and will increase to five (5) upon being turned over to the Owners. There will be a gradual transfer of Board responsibilities and obligations to the Owners, as homes are sold and settled within the development. A procedure is established in the Declaration and By-Laws whereby elections will be held to select additional members of the Board and eventually replace all of the members appointed by the Developer.
How Will Resident Participation Begin?
After the first homes are conveyed, a resident participation program will begin. Residents will have the opportunity to join committees, which will advise the Board. These committees will include Property, Architectural Review and others.

Can The Monthly Association Fee Change?
The Board of Directors approves the initial full occupancy budget, which is prepared by an independent professional management company. The Association’s expenses and resulting fees may increase or decrease due to inflation, or changes to the levels of services provided by the Association.
What Property Do I Maintain?
The condominium owner is responsible to maintain the interior portion of the residence. All exterior finishes will be maintained by the Condominium Association.
May I Paint My House, Build A Fence, Install Additional Landscaping Or Make Other Exterior Changes To The Property?
Due to the common nature of the building, painting, fencing, or adding landscaping is not allowed as outlined in the Condominium Association Declaration.
Who Maintains The Streets?
Capri Drive is owned and maintained by the City of Philadelphia. The Association is responsible for the maintenance of the private roads, DaVinci and Verona Drives. Parking areas will be owned and maintained by the Association.
How About Trash And Snow Removal?
The Association is responsible for snow and trash removal only on the private streets and parking areas.
